The Planning and Research Department provides the Sheriff’s Office with the following services:
- Internal Auditing
- Capital Improvement Project Management
- Facilities – Space Allocation / Maintenance and Repairs
- Grant Management
- Strategic Planning
- Vehicle Procurement and Maintenance
The Department is divided into two sections for budget purposes only, the Planning and Research Administrative Section and the Vehicle Maintenance Section. The Administrative Section is comprised of three units (Bureau of Internal Audit, Grants, and CIP Management). The Planning and Research Department is responsible for a personnel and operating budget in excess of $4.3 million dollars. It is the goal of the department to support and enhance the missions of the other Sheriff’s Office bureaus.
Bureau of Internal Audit
Created in 1996 as a result of the Shelby County Jail being under a federal court mandate, the Audit staff was assigned by the Sheriff to conduct routine internal audits in all areas of the Shelby County Sheriff’s Office. The team consists of an Audit Manager and two Auditors.
Internal or Operations Auditing teams examine and evaluate the activities of all bureaus.
Auditors assist bureau commanders to improve efficiency by analyzing, appraising procedures and recommending improvements.
The Bureau of Internal Audit is an independent team of employees who render impartial and unbiased judgments regarding Sheriff’s Office operations.

Capital Improvement Project Management
The Sheriff’s Office has a role in the Capital Improvement Program (CIP) of Shelby County Government. The CIP process is a five-year plan reviewed by CIP budget committee of the Shelby County Commission. A capital improvement project involves the design, construction or purchase of items that cost more than $100,000 and have an expected use of more than 10 years. Grants Office
The Grants Office consists of a Grants Manager, Coordinator and Research Specialist. The Grant Office secures funding that will be used to support the SCSO mission and programs. Grant funds allow the SCSO to enhance operations by performing additional correctional, law enforcement and support activities that would not otherwise be possible through conventional funding resources.
Our staff maintains many an average of 15 grants, in the millions of dollars that fund a variety of programs and operations.

Vehicle Maintenance
The Sheriff’s Office supports its own vehicle maintenance operations at the substation facility, 11670 Memphis-Arlington Road in Arlington, TN. The Vehicle Maintenance is staffed by a Fleet Manager, Lead Mechanic, five mechanics, one part-time Mechanic’s Assistant, and an Administrative Support Clerk. This operation is responsible for the acquisition, accountability, maintenance, repair, and proper disposal of a rotating fleet of more than 600 vehicles and miscellaneous pieces of fleet equipment.
The staff performs routine service and maintenance on more than 300 vehicles and other equipment, maintains a fueling station and provides assistance for special projects throughout the bureau.
