Our Mission Statement
During 2005, Sheriff Luttrell and the entire staff of the Shelby County Jail were recognized for their outstanding efforts to free the jail from operational oversight by the Federal Court. This was an historic event, in that the Shelby County Jail had been under the eyes of the Federal Court for over two decades.
The average daily population for males was 2,497 in 2006, up from 2,284 in 2005. The average daily population for females was 244, up from 235 in 2005. The Jail booked in 53,065 and released 52,773 in 2006. The downtown Jail averages 116 bookings a day, while Jail East (the female facility) averages 30 bookings a day. In order to carry out its mission, the Division currently operates 2 facilities: the main jail facility, located at 201 Poplar Avenue and a second facility, located at 6201 Haley Road, (Jail East) which houses female inmates.
The Administration area of the jail has the responsibility for the operating budget, laundry services, inmate trust accounts, human resources, environmental health, maintenance and food services. Without the dedicated employees in Administration, systems that maintain the jail's daily operations would be severely impacted.
The Inmate Services area of the jail has enhanced its primary mission of providing structured program services to the inmate population of the Shelby County Jail. The chaplain's office, as well as the contracted medical service vendor is dedicated to providing quality and professional services on a daily basis. The counseling department continues to seek and develop programs which assist inmates to make choices that can break the repetitive cycle of crime and incarceration. Programs such as GED, Alcohol and Drug Awareness, and Anger Management all help the inmate population to improve their self image and to begin the rehabilitation process. This strategy seems the most prevalent route for attaining our ultimate objective, the enhancement of Public Safety to the citizens of Shelby County.
